“Existence” = Availability
“Reality” = Maximum availability within any given frame of reference.
“Information” = An effective reference.
To be more precise, Availability = afferent/aesthetic availability. If a tree falls in a forest in a universe where hearing was impossible, sound is not available and therefore does not exist.
Maximum availability can refer to both the density of aesthetic saturation (i.e. extreme pain is extremely real) and the particular aesthetic qualities of duration, constancy, and publicity. The dream that you never wake up from is your reality. The dream that all people share and never wake up from is human realty.
Information is afferent signaling with efferent potential. The more potential for producing intentional effects, the more ‘informative’ the signal is. Information is not ‘really real’ as it only requires enough aesthetic saturation for the power to arrest attention (to be noticed or detected) and be made available to attention (focus and coherent interpretation). Informative data therefore are cohesive units of perturbation within a medium or channel of adhesive or affective sensitivity.

Neither matter nor information can ‘seem to be’ anything. They are what they are.
It makes more sense that existence itself is an irreducibly sensory-motive phenomenon – an aesthetic presentation with scale-dependent anesthetic appearances rather than a mass-energetic structure or information processing function. Instead of consciousness (c) arising as an unexplained addition to an unconscious, non-experienced universe (u) of matter and information (mi), material and informative appearances arise as from the spatiotemporal nesting (dt) of conscious experiences that make up the universe.
Materialism: c = u(mdt) + c
Computationalism: c = u(idt) + c
Multisense Realism: u(midt) = c(c)/~!c.

Multisense Realism 
If a tree falls in a forest and YOU are not within a radius that allows your detection of the event, then the event has not occurred – i.e., unavailable.
There are 2 levels of information: Primary and Secondary.
Primary information is that which is directly available in one’s immediate environs. This is subjective “real” reality.
Secondary information is ALL other information. It is not reality nor real. One can react to secondary information by falsely assuming it to be primary information. This informative data is subjectively transmogrified into effective primary information with all the concomitant physical ramifications – anxiety, stress, or other neurological reactions. The signaling is therefore internally generated by the individual afferently with efferent results – anything from internalization all the way to taking external action based on those internal signals.

If there is no hearing in the universe though, then no sound can exist, period.

No, this is qualia, not information. There need not be any reference to anything. Information can be reduced to bits and communicated in public with a pencil and paper. Qualia cannot.

In that qualia are internal representations of primary information – i.e., local perception directly proximate to the receiver/creator – I agree.
In that sense – (pun intended) all information, primary and secondary are qualia.
I am not referring to abstract “Information” as it exists in Information Theory or communication, although I could argue that that information becomes qualia when it is perceived by any entity – particularly YOU.
Information has absolutely no content (therefore NOT “information”) until it is translated (constructed), absorbed and emitted (acted on) by the constructor. Modeling the behavior of light which is CEM (Consciousness, Energy & Matter.)

I think that’s ultimately a position that the intellect by virtue of being disconnected from its own roots in the totality of sense.
Qualia are not just internal, and they need not represent anything other than their own direct presence. The distinction between internal and external cannot be anything but qualia as the difference between internal and external can itself only be qualia. This is why physics denies the subject. We can learn physics but physics cannot learn phenomenology.

Please to provide an argument if you like. It should include a logical function for qualia, a mechanism for its production, as well as an explanation for why it should be difficult to even begin to describe either a plausible reason to expect it or a possible theory of its engineering.

In my view qualia have no intrinsic properties. The properties perceived are imbued by the prejudices, precepts, and predilections of the perceiving entity. That is why my sense perception has no bearing on your sense perception except where we agree on common identifiers. Qualia are personal and created by each of us – i.e., my qualia is not your qualia but we can agree that they may share similar traits.
I agree that physics cannot learn phenomenology YET. Maybe in a few years when the nature consciousness has entered their worldview.

“UNTIL TRANSLATED” You need the entire sentence to negate the contradiction of the first part.
Sound only becomes sound when received by a transducer and processed into information. Information is only information after it has been processed (translated). You create the content by processing. Information is constantly being transmitted from multiple sources. Information has been processed by the transmitting entity into a structure which is delivered to the receiver. The receiver then has to detect it and recreate the information by translating the structure into meaning. The translation into meaning may or may not duplicate the original information. In any case the information is a creation of each receiving entity. Again the content is dependent on TRANSLATION – without that information is NOT information.

Matter is wholly comprised of light (e=mc2). As I said earlier matter is in a sense frozen light. Consciousness manifests energy (light) and light manifests matter – they are all interchangeable.

Qualia are created in an entity’s consciousness in the form of ideas and sense data – you know, phenomenological stuff. They function as emotional stimuli and signposts or reminders to guide and aid in our journey vis-à-vis physical existence – beyond the physical I don’t know but I suspect that there are other concepts which function there as do qualia here. As to its engineering it is part and parcel to ALL experience.

In a sense I agree, the qualia (which literally are the aesthetic qualities perceived) do change according to the qualities of reception, and this is a dramatic change that varies from person to person as well as personal experience to personal experience.

Structure and meaning aren’t sufficient or necessary to define qualia. They can contain both, but the missing element is the qualia itself, which neither structure, meaning, nor information, it is an aesthetic presentation for itself and anyone to whom it is available.

Light manifest changes in material qualia. Scientists have said that they have manifested light as matter, but it isn’t clear whether that is exactly what their experiments have show. There maybe no way of producing pure light as all light is produced by material sources of illumination except for supernatural light.
